40 Pending the arrival of the 0.0.A.0., you will take such

steps as your resources permit:

(b) to render aid to divilian internees until they

(d) to guard or secure public utilities, banks, buildings

likely to contain records, and any essential civilian

supplies;

adequate polios force, it is possible that service personnel

may have to be made available to fulfil the majority of theseO
